The Challenge
Council received a compliance letter regarding the operation of their waste facilities from the administering authority, then the Department of Environmental and Heritage Protection.

The compliance letter required Council to undertake a number of actions at their waste facilities to comply with their Environmental Authority. Actions required the development of site management plans, onsite stormwater management and the amendment of their Environmental Authority.
The Solution
Proterra Group were engaged to assist Council in response to the compliance letter Council had received. We undertook the following actions on behalf of Council; development and drafting of Site Based Management Plans (3 x sites), environment impact Assessment, Stormwater Management Plan (3 x sites), amendment of Environmental Authority for inclusion of conditions and site location, and site design including drawings and RPEQ sign-off.

Further to the above scope, Proterra Group project managed operational works of 3 landfill sites including; procurement processes, site survey and bulk earthworks (new waste cell, bund and storm water diversion, leachate pit, levelling and capping), fencing and site supervision.

The Benefit
Council was able to satisfy the administrative requirements of the compliance letter by; drafting the required site specific management plans, conducting an environmental impact assessment and amending the EA to include currently accepted regulated waste. RPEQ design of the sites coupled with site survey and bulk earth works allowed for the physical transformation of the 3 landfill sites and increased operational compliance with Council's Environmental Authority.
The Result
At the end of Proterra Group's engagement with Council, Council had three (3) fully compliant and operational waste facilities that meet the current standards of the administering authority. Furthermore, management plans were in place that would assist Council with the appropriate management of the sites.
