The Challenge
To provide an updated valuation of the asset class, Southern Downs Regional Council were required to undertake a condition assessment inspection program of their footpath/cycleway network.

The challenge was to obtain an accurate representation of the entire network within a small budget and a tight timeframe.
The Solution
A visual inspection program of the entire footpath/cycleway network was carried out for this project with the condition assessment scoring in accordance with IPWEA Practice Note 1: Footpaths & Cycleways.

Additionally, the inspection program included recording and logging of hazards and defects, providing Council with a more accurate dataset.

Data capture was undertaken by handheld tablets using 'Reflect' inspection and maintenance management software.

The Benefit
A visual inspection program was selected due to the relatively small size of the footpath/cycleway network along with a high proportion of the network being within the CBD area.

This technique allows for an expedited timeframe within a small budget while allowing the entire network to be inspected with all assets accessible and inspected. Only one experienced Field Office (Inspector) was required with an immediate mobilisation to the site due to low equipment requirements.
The Result
The entire footpath/cycleway network was successfully inspected within time and budget requirements.

The updated condition assessment data was used to provide an updated and more accurate valuation of the asset class, along with providing Council an up to date Asset Register with updated data attributes.

Additionally, Council were also provided with an updated defect log along with photo attachments of each defect and successive photos at every 20m of each footpath segment.
