The Challenge
Gunnedah Shire Council was required to undertake asset management works on their stormwater (drainage) asset class.

This included:
- An inspection and condition assessment program on their entire network to obtain accurate asset and condition data.
- A re-evaluation of the asset class based on the above inspection program.
- An update to their Stormwater Asset Management Plan (AMP) using the data and information obtained above.

The above works were required to be completed within a tight timeframe to appease Council's reporting requirements.
The Solution
Proterra Group’s proposal was adopted to undertake the inspection and condition assessment program of the stormwater network using the Quickview AirHD pipeline inspection system. During inspections the locations were confirmed by GPS with all pipe and structure attribute data captured. A condition assessment rating for each asset was assigned using IPWEA Practice Note 5 – Stormwater Drainage along with photos of structures and videos of pipes being recorded.

After the inspection program, a Cost-Approach Level 3 valuation was facilitated by Proterra Group using the above attribute and condition data along with an update of the AMP utilising the IPWEA NAMS+ online service.

The Benefit
The Quickview AirHD inspection method allows for the inspection program to be carried out in an expedited timeframe and within a small budget, while still allowing the entire network to be captured. This methodology allows our Field Officers to quickly mobilise with minimal equipment. Productivity is essentially doubled from traditional CCTV methodology with cost potentially reduced by half. Additionally asset accessibility is significantly higher than CCTV due to fewer factors causing survey abandonment.

With the expedited inspection program, Proterra Group were able to manage the proceeding steps with confidence and provide the valuation and final AMP within the tight timeframe designated by Council and the applicable reporting agency.
The Result
The inspection program was carried out with good progress and high quality data being captured appeasing Council's budget and timeframe requirements. The high quality data assisted with providing council with a more accurate valuation and also assisted with the development of a more concise AMP.

In particular the renewal program was developed using high quality condition data and resulted in the adoption of a bell curve funding arrangement taking into account certain assets reaching their end of useful lives but still holding very good condition levels. The AMP successfully fulfilled Council’s Long Term Financial Plan and appeased Councils reporting requirements.
